tools/mpremote: Use argparse for command line parsing.

No functional change other than to allow slightly more flexibility in how
--foo arguments are specified.

This removes all custom handling for --foo args in all commands and
replaces it with per-command argparse configs.

This work was funded through GitHub Sponsors.
