pcr patch from Alessandro Zummo, with more reliability and new features:

* CTCSS tone squelch
 * selectable baud rate (300 - 38400)
 * ANL - Automatic Noise Limiter (commented out, until created in frontend)
 * simplified and cleaned up code
 * RIG_LEVEL_STRENGTH
 * RIG_LEVEL_RAWSTR
